Workers Compensation rates are set by the state of Massachusetts (or any other state where you conduct business).  These rates are based risk of injury associated with the work your employee does.  For instance, an office professional will have a much lower rate than a construction worker. 

Additionally, loss and claim history play a role in determining your premiums.  A company is assigned a rating factor based upon the frequency and severity of their claims.  Companies with good loss histories can receive a preferable rating resulting in discount, while a company with a poor loss history can recieve a high rating resulting in a surcharge.
